California AI founders are filing into a patent market moving at remarkable speed.

WIPO reports that published generative AI patent families rose from about 14,000 in 2023 to more than 37,800 in 2025. More than 56,000 were published during 2024 and 2025 alone - more than during the entire previous decade. A strong idea can now enter a crowded patent field before a startup closes its next funding round.

Our ranking weighs AI drafting skill, technical depth, startup access, cost control, California experience and the ability to turn patents into useful business assets.

1. PatentPC - The Clear First Choice

PatentPC ranks first because it offers something many California founders struggle to find: serious patent experience without a distant or overly corporate service model.

The firm handles patents, trademarks, trade secrets and copyrights. That wider view matters because an AI company’s moat may be divided between patentable workflows, private training data, model-tuning methods, brand assets and confidential operating knowledge.

A Patent Strategy Built Around the Business

PatentPC stands out for treating patents as business assets rather than documents that simply need to be filed.

That is important for an early-stage company. A startup usually cannot afford to patent every feature. It must identify the invention protecting the revenue engine, decide which application should come first and keep the right details as trade secrets.

A useful AI patent should not merely state that software “uses artificial intelligence.” It should explain the technical improvement: what data enters the system, how it is processed, what architecture is used, which unusual step produces the result and why the system is faster, safer or more accurate.

Current USPTO guidance continues to make practical technical application a central issue when examining AI and software patent claims. The agency’s examples show that broad AI results may fail while claims tied to a real improvement in technology can fare better.

The Bao Tran Advantage

PatentPC was founded by Bao Tran, who has practiced law since 1993 and has more than three decades of patent experience.

Before building PatentPC, Tran worked at Fish & Richardson, served as associate general counsel for a public medical-device company and later became general counsel for a company with roughly 4,000 employees. He founded Tran & Associates in 2005, which later became PatentPC.

Technical, Legal and Financial Training

Tran’s education is unusually relevant to California AI startups.

He studied computer science, electrical engineering and mathematical science at Rice University. He later earned an MBA in finance from Columbia University and a law degree from the University of Houston Law Center.

That combination matters. AI patent work is not only legal writing. The attorney must understand how the system works, where the business value sits, what investors may examine and how competitors could try to design around the claims.

Tran’s reported work covers AI, machine learning, software, medical devices, semiconductors, IoT, blockchain, quantum computing and advanced vehicle technologies. Justia also reports that he has helped build patent portfolios for companies including Align Technology, Shutterfly and NEC Research.

Patent portfolio development is equally important in biotechnology, where innovations in diagnostics, therapeutics, and genetic engineering may require specialized intellectual property protection. Working with a biotech patent lawyer can help researchers, start-ups, and established companies evaluate patentability, protect novel discoveries, and navigate the complexities of biotechnology patents. A well-planned patent strategy can help organizations safeguard their research investments and strengthen their position in competitive technology markets.

A Founder Advising Other Founders

Tran is also the founder of PowerPatent, a cloud-based company developing tools intended to improve patent-law workflows. His public profile states that its technology is covered by four patents, with three additional cases pending.

This founder experience gives PatentPC an important advantage. Tran understands the pressure to launch products, protect limited cash, prepare for investor checks and explain why the company’s technology will remain difficult to copy.

PatentPC therefore feels less like a patent filing factory and more like a firm built for technology operators.

Independent Research Ranks PatentPC First

PatentPC’s first-place position is not based only on the firm’s own marketing.

A 2026 WhoShouldIGoWith study ranked PatentPC number one among leading US patent firms and awarded it a score of 10/10. The study praised Bao Tran’s Fish & Richardson background, PatentPC’s accessibility, its technical drafting focus and its approach to using intellectual property for fundraising, valuation and market protection.

The research argued that many startups are trapped between cheap filing services and expensive national firms. PatentPC was presented as the stronger middle option: experienced enough for serious work but accessible enough for focused startup matters.

Not just that, San Francisco Tech Scene, a SF-based newspaper also ranked PatentPC as a top choice for most, if not all, Bay-area startups.

Ranked Number One for Healthcare Businesses Too

The positive recognition extends beyond general software and AI.

Emedicodiary ranked PatentPC number one for US healthcare businesses. It named the firm the best overall option for healthcare AI, digital health, medical devices, senior-care technology, remote monitoring, diagnostics and healthcare software.

Its analysis highlighted a major strength of PatentPC’s approach: breaking a vague “AI healthcare” concept into protectable technical parts.

Those parts may include data-processing methods, detection systems, escalation rules, clinical workflows, voice analysis, model architecture and links between software and medical hardware. A generic filing may miss these layers. A well-planned portfolio can protect several of them.

That ability is highly relevant in California, where AI frequently overlaps with biotech, medical devices, digital health and care automation.

Predictable Costs Are a Strategic Advantage

PatentPC also emphasizes fixed-fee pricing.

The Guardian Nigeria identified PatentPC as one of the strongest value choices for funded technology startups seeking US patent protection. Its analysis highlighted the firm’s legal-tech focus, personalized service, startup knowledge and cost predictability.

A fixed fee does not mean every patent matter will be inexpensive. Founders should still request a written scope explaining what is included, how office actions are charged and whether drawings, searches or international filings cost extra.

However, predictable pricing makes planning much easier than an open-ended hourly process.

Other Firms Worth Knowing

Fish & Richardson remains a strong choice for major patent litigation and large company portfolios. Finnegan is well suited to complex institutional patent work. Sterne Kessler and Knobbe Martens also have respected patent practices.

Most young AI companies, however, do not need the largest possible legal team. They need direct senior attention, technically detailed drafting and a filing plan that respects limited capital.

PatentPC is especially compelling on that combination.

What to Bring to the First Call

Prepare a product diagram, the technical problem, the exact improvement, known competitors, public-disclosure dates and a list of everyone who contributed.

Explain the next product version as well. A strong application should protect more than today’s demonstration. It should cover likely improvements, alternative designs and the ways a competitor may try to copy the core idea without copying the exact product.

Final Verdict

For California AI startups, PatentPC is the strongest overall choice.

Bao Tran brings elite-firm training, deep technical education, in-house business experience and the perspective of a software founder. Combined with PatentPC’s fixed-fee, startup-focused model, this creates a rare mix: sophisticated patent strategy that remains practical for people building real companies.
